The Stripes for Exceptional Performers program is designed to promote enlisted Airmen early who demonstrate exceptional potential. The STEP program was established in 1980 and was designed to meet those unique circumstances that, in the commander’s judgment, clearly warrant promotion. Under the STEP program, commanders of major commands, field operating agencies and senior officers in organizations with large enlisted populations may promote a limited number of Airmen who show exceptional potential to the grades of staff and technical sergeant.
For calendar year 2018, officials have increased the number of stripes available from 96 to 180. Increasing the number of promotions available under STEP advances the Air Force priority of building exceptional leaders by empowering commanders at every level to identify and reward their top performers.
The increase provides all major commands and the Central Base Board with at least two STEP quotas and provides additional promotion opportunities to the enlisted force. The change should have no measurable impact on the traditional enlisted promotion process and will not reduce promotion allocations available to Airmen competing for promotion under the Weighted Airmen Promotion System.
The timing of the STEP process will shift to no earlier than September, allowing in-cycle promotions to be announced prior to STEP nomination deadlines. The board process will now require up to the last three enlisted evaluations in the nominees current grade with an AF Form 1206 with up to five bullets detailing recent accomplishments that occurred since the close out of the member’s most recent enlisted performance report. This reduces the administrative requirements placed on units from previous requirements by up to 25 bullets per package.
Commanders must ensure Airmen promoted under STEP meet eligibility requirements including completion of the appropriate enlisted professional military education. Senior airmen who have not completed Airman Leadership School remain eligible for STEP consideration. If selected, a PME waiver must be submitted and approved prior to the member sewing on staff sergeant. Airmen may not receive more than one promotion under any combination of promotion programs within a 12-month period, with the exception that senior airmen may be promoted to staff sergeant after six months’ time in grade. STEP promotion opportunities are limited, therefore commanders are encouraged to recognize and promote their exemplary performers who meet minimum promotion eligibility criteria.

There are two supplemental promotion processes; in-system supplemental and senior non-commissioned officer (SNCO) supplemental board. The in-system supplemental is processed monthly in the Weighted Airman Promotion System (WAPS). Eligible staff sergeants (E-5) through senior master sergeants (E-8) whose weighable data changes in their promotion file compete monthly for promotion consideration.
In-system supplemental consideration also applies to Airmen who test after initial selects have been made, deployed Airmen, or anyone who was unable to test during their normal testing window. The SNCO supplemental board is for those members promotion-eligible to E7, E8, and E9. This board is held twice a year. SNCOs may request to meet the supplemental board if they believe they have a valid request according to AFI 36-2502, Enlisted Airman Promotion/Demotion Programs Table 2.5. With the exception of consideration for a missing SCOD evaluation, there are no automatic approvals for supplemental board consideration when an Airman's record did not meet a previous board for which they were eligible.
In-system supplemental releases are not conducted during July and August due to the system requirements needed to support the technical and staff sergeant promotion releases.
